As the COVID crisis radically changes the current school year, State Depts of Ed have responded with differing policy directives. Research shows that states are split between ‘requiring’ or ‘recommending’ LEA’s to continue instruction through remote learning models. A small handful have provided no directive. This disparate policy landscape, and unequal capacity of school districts to support remote learning, has created perhaps the greatest variability in instructional experiences the nation has ever known.
