Several recent research projects funded by the National Science Foundation (NSF) and the Consortium of School Networking (COSN) were focused on understanding why instructional software investments often times don’t deliver intended learning results. The research focused on the implementation fidelity of theinstructional software; specifically how the deployment, universal accessibility and reliability of instructional software tools varied widely from school to school. Both the NSF and COSN referred to an implementation fidelity scale with 1 through 5 ratings, essentially from high to low.

The COSN research found that less than 1% of instructional software investments in schools were implemented with “high fidelity.” The report cited common deficiencies causing the missed opportunities for success. These deficiencies included:

  • Software only available on limited number of computers
  • Haphazard quality of software experienced by users
  • Limited hours to invest in learning software
  • Limited training
