About the Expert:

Phale D. Hale is an expert consultant for grant writing and has won grants totaling more than $400 million for public school districts. He is the author of “Writing Grant Proposals that Win” and its accompanying software package on grant writing. He began his career as a classroom teacher and later served as Director of Equal Educational Opportunity for the Rochester School District.

He served ten years as the district’s Supervising Director of Project Management and Grants where he was responsible for developing and managing all federal, state, and foundation grants. He also served as the district’s Budget Director.

Based in Washington DC, Phale has over 40 years of experience in education with the last 20+ years focused on helping school districts be successful with grants.
